i had chrome wheels on my car for 4 years. The only thing i used to clean it with was soap and water. But i cleaned it almost every other day, while i should because it cost me $3,900 for them, That's all i used over the years and they always sparkled. I don't know if you have snow where you live, but in winter time i put Vaseline on it, it helps protect from the snow and salt.

go to a store that sells automotive cleaners like kragen auto parts.they have a large section on car washing products.as you wash your car make sure you wash the rims then apply a wheel paste like [eagle one] put small amount on clean soft towel like terry towel .wait about 5 minutes then take another clean towel soft terry type .litely rub off paste you will have a nice shine.

I use 000 steel wool pads that I buy at the hardware store to clean them and then your favorite wax.
