If the stainless steel is the more reflective why is the overall color darker, i.e. grey instead of white?
Also, on a sunny day, which do you expect would be hotter to the touch: stainless steel or the same painted white?
The mirror is an efficient reflector. White absorbs all but re-emits some, less efficint as a reflector.

Either could come very close to reflecting all the infrared light (heat) that impinges upon it. The biggest difference is that the polished metal surface would be like a mirror, sending the photons off in a predictable direction, while the white surface would scatter them all over the place. If you are interested only in not absorbing them, then either could be effective. But if you are interested in redirecting that heat toward some other place, then the polished metal surface would be far better.
